Bradshaw Park

Council workers have repaired the broken fence and this may help to keep foxes out of the Park. The Friends intend to spend grant money on tools, hoses and best quality mulch.

Braeside Park

Still no reply to our letter to Hon. Mark Birrell re the proposed change to the freeway route through Braeside Park.
Staff have been cut. There are now no maintenance workers. Contract labour is being used.
The Friends of Braeside Park Newsletter development plan for the area.

“…the water quality of the Braeside Wetlands depends on the water quality from the “Dingley drain”. After passing through Braeside Park, the water then enters the Mordialloc Creek.”

Dingley drain has carried leachates from a tip in the Springvale area.

Mordialloc Creek Leachate Problem

J.Com reports that their group has handed over their material to Nicola Seaman of PEAC. The League has asked PPCC to request an EES from the relevant authorities before further tips are established in the sand belt region with a high water table.
There is a need to create public awareness of this important issue. League members plan to contact the media at appropriate times to give maximum publicity to the contamination of groundwater and pollution of the streams and Bay.

Pedestrian Crossing Wells Road Bridge

The City Engineer, Mr Anthony Rijs reports that we should not expect to hear news of our proposal until after the Budget. He does however support the concept. of a safe pedestrian crossing on the Mordialloc side of the bridge.

Mordialloc Beaumaris Conservation League – Minutes – 1st June 1993

Bradshaw Park

S. Calvert-Smith reported that Friends of Bradshaw Park are still awaiting the $3000 grant money.
The Friends have plans to extend the underground watering system to obviate the necessity of using the heavy above ground hoses. The group are applying to Council for a grant to finance the watering system

Braeside Park

Conservation Minister Mark Birrell has still not replied to our letter re the change of route for the proposed freeway, although plans are reputed to be drawn up for the change of route.
Rangers report that leachates are still entering the Braeside wetlands from a Springvale rubbish tip.

Mordialloc Creek Report May 1993

This report states that it is possible for leachates to enter Mordialloc Creek via the drains, Heatherton, Settlement, Dunlop and Dingley.
Brian Wallwork, EPA Industrial Waste Management, states that “Nothing much can be done about leachates from old filled tips which were not clay lined”!! Clearly this situation is far from satisfactory and will impact on Port Phillip Bay for years to come.
J.Com, who is liaising with Residents Against Proposed Rip Sites, reported that the EDO and Monash University Honours Graduates are prepared to take up this issue.

Snapper Festival

Virginia Carter of Bay Rescue outlined their Snapper Festival proposal and is seeking assistance from community groups in organising the Festival to take place over three days in October. The League is prepared to offer some assistance but we need to decide in what capacity that assistance is to be given. Amy ideas?????

Mordialloc Beaumaris Conservation League – Minutes – 4th May 1993

Bradshaw Park

Congratulations to the Friends of Bradshaw Park who successfully applied to Parks & Waterways for a grant of $3000 to re-vegetate the Park. The Friends intend to plant 600 native species in the area. A report appeared in the local press together with a photo of the Mayor Hazel Pierce planting a tree.

Braeside Park

The Minister for Conservation, Mark Birrell has not yet replied to our letter asking him if he still adhered to his statement, October 7th, 1990 at a picnic organised at Braeside Park by the League, that “there was support for a much larger part of the park being saved and the freeway easement being shifted towards the area’s western boundary.” However we understand that after having flown over the proposed route he has directed that the route be moved towards the west which will include an additional 50 hectares in the park!

Mordialloc Creek Wetlands

A proposal by the Society for Growing Native Plants that Governor Road be built over the proposed freeway has been accepted by Vic Roads. This will enable the Braeside wetlands to go under Governor Road onto the Haines’s property part of which will also become a wetland. A pedestrian/bike path will be constructed under Governor Road.

The Agnew Report

Algae bloom is still in evidence in Port Phillip Bay. A conductivity metre would be useful in testing water temperature. The metre costs $200.
Glen as the League’s delegate to the PPCC was unhappy with the reception which his MBCL report received from the Secretary of the PPCC, G.Goode. Glen attempted to warn delegates of the effectf leachates from the tipping sites in Spring- vale, Heatherton and Dingley is having on Port Phillip Bay. A letter has been sent to G.Goode expressing our concern at the summary dismissal of the report. The League has since received a Melbourne Water report which confirms that leachates are entering the creek via drains running through the tipping sites.
A letter will be sent to the City Engineer asking when signs will be erected on Mordialloc North beach warning people not swim near the pier because of pollution entering the Bay from Mordialloc Creek.

Correspondence

No reply as yet from the SEC re the removal of redundant electric light poles on Beach Road nor Vic Roads re providing a pedestrian crossing on the West
side of the Wells Road bridge.

Bradshaw Park

Friends of Bradshaw Park meets once a month and sends Councillors and the City Engineer. Foxes in the park are still a problem and a newsletter to all a means of removing them is being considered.

Mordialloc Foreshore / Kiosk Restaurant

The League has responded to three applications for planning permits for the foreshore.

  1. An application for an ice cream vendors van to permanently occupy a parking space in the Pier Road car park. The car park has been reduced in size due to landscaping work and this will reduce the number of spaces available still further.
  2. The restaurant kiosk has applied to have two signs and a flag on or near the building. The Ministry for Planning and Environment is reasonably satisfied with the proposed signage.
  3. The restaurant has also applied to have a quarter of the floor space of the building occupied by a bar area which will be licensed to sell alcohol without food from 7am to lam the following morning.

The League, in its response to the application for a bar area, stated that the consumption of alcohol without food should be confined to the bar area only.

Mordialloc Creek Pollution

During the period of heavy rain in December, January and February the beaches north and south of the pier were badly discoloured. The EPA reports reveal that Mordialloc beach exceeded the E-coli count on nine occasions. Information about leachates from tips in the Springvale/Oakleigh area caused concern when it was reported that the Brighton layer of the water table had been contaminated with leachates. The clay lid which slipped off a filled tip in Springvale, was probably responsible for the muddy appearance of the creek and Bayside beaches. Vic Roads also had a problem with leachates from the tip preventing work proceeding until the area had been “de-watered”

Bradshaw Park

Work in Bradshaw Park is proceeding satisfactorily. The Friends group have prepared a new map and information sheet for use by students or visitors to the park.

Parkdale Foreshore Erosion Control / Planing

The plantings are flourishing after heavy summer rain although in places where the water has accumulated some plants have not survived.

Mordialloc Foreshore Landscaping

After a meeting of the Foreshore Steering Committee at the Council Chambers on January 20th, D. Digby was asked to prepare a plan for the foreshore and Scullin Reserve area which would comprise of indigenous species only rather than Norfolk Island pines as was previously suggested by Council staff. Thanks to sterling work by R. Pearson, the plan for indigenous plants only was accepted by the whole Council! Well done!

Mordialloc Foreshore Kiosk / Restaurant

Richard Frank finally responded to our letter pointing out that tea trees and banksias, if let to grow would enhance the view (and also conceal the ugly beach-side restaurant facade). However, there is no evidence in his letter that he has seen the light and will leave the vegetation to grow naturally. The City Engineer has been asked to advise us if there is to be further mutilation of the trees.
Richard Frank has also applied to alter the Mordialloc Planning Scheme so that liquor can be served without food from 7.00 am to 1.00 am the following day, in an area within the restaurant especially set aside for that purpose.
We have the opportunity to comment on the proposal. If members approve, our comments would be that we consider the trading hours excessive, the sale of liquor without food should be confined to the 38m2 bar area and not extend out to and beyond the terrace, there should be no sale of liquor to be taken away and consumed off the premises and overall seating capacity should not be increased beyond the present 100 seats.
Signage for the restaurant/kiosk is under discussion in Council. The League will be given the chance to comment on the size of signs proposed. At present there is to be a flag with logo from the flag pole on the roof, an illuminated sign above the entrance and a small sign near the entrance to the Scullin Reserve. The Ministry for Conservation document, “Siting & Design Guidelines for Structures on the Port Phillip Coast” states:-
“Signs should be concentrated at particular locations where they will have least impact on the landscape.” and “Signs should not generally be higher than the roofline of adjacent buildings or vegetation or be moving or consist of flashing lights.”

Mordialloc Beaumaris Conservation League – Minutes – 7th April 1992

League members were shocked to learn of the sudden death of Bob Wilcock, in April. Bob joined the League in 1973 and was President during that period. He strongly supported the environmental issues in which the League was involved over the years and was also a delegate to the Port Phillip Conservation Council. We greatly appreciated his interest and support during his time with the League.

Our sympathy is extended to Pam, Mark and Scott.

Braeside Park

A new car park and a $65,000 architect designed bird hide are additional features of the park. Melbourne Water personnel will maintain Edithvale Wetlands. The team will work seven days a week.

Bradshaw Park

R. Pearson prepared a comprehensive submission to present to Mordialloc Council in support of the BIOSIS Report. The report recommended increasing funding and manpower in order to achieve maximum benefit from this Heritage park.

Parkdale Foreshore Erosion Control

R. Pearson, F. Rimington & M. Rimington inspected the foreshore with the Acting City Engineer prior to further erosion control work commencing on the foreshore,. The aim was to ensure that small indigenous plants be preserved. However due to the dumping of “foreign” soil on the cliff tops, most of the small plants have been covered and unless they are being propagated elsewhere, have been lost. Grading has also covered most of the rocks.

EPA Draft Policy

C. King volunteered to read the draft document and respond by the due date, 30-10-91.

Bradshaw Park

The firm BIOSIS will conduct an environmental audit on Bradshaw Park. C. King will investigate the ownership of the park to see if it is possible to register it under the terms of the National Estate
David Digby and David Bainbridge conducted a walk along the foreshore with the Friends of Bradshaw park to inspect the plantings at Mordialloc.

Parkdale Foreshore Erosion Control

Concern at the extent of bulldozing and grading on the fore- shore. This has meant the destruction of much vegetation. The graded areas slope towards the clifftop thereby encouraging water to run down the newly planted areas causing still more erosion. Beach re-nourishment will be essential if wave action is to be prevented from undercutting the work already completed. League to write to the Port of Melbourne Authority to request sand pumping onto Parkdale beach. Removal of vegetation may also destroy indigenous species.

Mordialloc Beaumaris Conservation League – Minutes – 5th February 1991

Parkdale / Mentone Forshore

League members Cr King, Pam Wilcock, Mary Rimington and Ron Pearson had an on-site inspection with the City Engineers and landscape architect of the foreshore area to be reclaimed. The outcome of the meeting was generally satisfactory although there is still some concern about grading the clifftops and the use of rocks instead of timber to prevent further erosion. How- ever Council has agreed to leave the grassed area as open space with low growing shrubs.

Braeside Melbourne Metropolitan Board of Works Park

A meeting is still to be arranged with M. Baker of the MMBW to discuss moving the freeway reservation to the western boundary of the Park.

Mordialloc Creek

Concern that the City of Mordialloc Health Surveyor is no longer taking samples of water: for analysis because of the cost to Council. EPA/DSWB test results are not freely available to the public through the Council minutes.
Letters have been received from the DVA and Springvale Council indicating support for establishing a wetlands on the northern bank of the creek upstream from the Boundary Road bridge.

Mordialloc Beaumaris Conservation League – Minutes – 4th December 1990

Parkdale / Mentone Forshore

Areas of concern with proposed restoration work include the following: Grading the cliffs to prevent erosion, the bike path on the foreshore, design and placement of fencing. MBCL. to submit an objection to Council on the grounds of “improper haste” in deciding on restoration work. The League will also request an on-site inspection of the area under discussion.

Braeside Melbourne Metropolitan Board of Works Park

A letter has been written to the Mordialloc-Chelsea News outlining the League’s proposal to have the proposed freeway re-aligned in order to release more land for the park. Mr Baker, MMBW, has invited League members to discuss this issue with him at a date to be decided.

The Agnew Report

A letter has been sent to the Hon. M. Sandon seeking his advice as to the possibility of funding to allow Mr Agnew to proceed with important research on the reef offshore from the Horse Paddock.

Mordialloc Beaumaris Conservation League – Minutes – 4th September 1990

Election of Cr C.KING

Chris King has given the League invaluable assistance with programs & Committee members expressed their delight at the election of Chris to Mordialloc City Council at the August Elections. Cr King announced his resignation as M-B.C.L. delegate to P.P.C.C. The League has no representative on this committee at present.

Incorporation

The League has become incorporated as a result of many months of diligent work by Hartmut Rabich, Bob Wilcock and Christopher King. Thanks were also expressed to Pam Wilcock for the new logo-the one remaining banksia on the Parkdale cliffs.

Mordialloc Foreshore & Environs

Plants are being propagated at various nurseries in readiness for planting in the autumn. The protective fences on the foreshore have been criticised as being totally out of character with the natural aspect planned for this section of the beach.

Moorabbin Aerodrome

Julia Hicks will ring the noise abatement section of Civil Aviation to discuss the noise from 1000 plane movements a day.
