Photopoint Monitoring

The first round of photography was completed in August and the film has been dispatched for printing-possibly on a compact disc for easy reference at a later date. Notes were made on plant growth in each area. School groups have successfully planted grasses in sections of the foreshore and these are flourishing. Thanks to Tony for so efficiently organising sites.

The Parks

Tony Collins was present and was able to give a detailed report on The Grange’s feral proof fence almost completed. Rowan Woodland. After a controlled burn in April a Scout group planted 1000 plants. Revegetation is occurring. Chiquita Park’s future is still uncertain. Bald Hill/Namatjira Park with remnant plants is now part of Excell’s contract. Mordialloc Creek is being used to control Bridal Creeper. Kingston Heath has minor remnants of Swamp Paperbark .Community people may be employed in this park. Kingston Foreshore. It is reassuring to know that there are two people working full time on the foreshore. Excell has been working with school groups on the foreshore also. This is in part an education exercise to encourage young people to realise the importance of foreshore conservation. Bonbeach, Williams Grove, Friends of Bonbeach planted trees on the foreshore on Sunday 30th July. Clusters of students from Seaford/Carrum Primary Schools are also involved.

Kingston Street Tree Management Study

It was decided that MBCL would write in support of Ron’s review of the document. An appreciative acknowledgement has been received from David Digby.

Woodlands Industrial Estate / Biosolids

The Peer Review of Golders Report is still being carried out by Woodward Clyde on ti use of biosolids in Lake 1, Woodlands Industrial Estate.

Letter from RP. re Kingston’s Street Tree Strategy (for MBCL file), Port Phillip Regional Catchment re weed & rabbit action plans, VLGA Constitutional reform document, DOI re changes to Commonwealth Assessment & approval development projects when the EPBC comes into operation, Offor Sharp re Woodlands Wetlands, EPA re Ballast Water & Hull Fouling, John Thwaites re Grand Prix and review of land use on Crown Land.

Photopoint Monitoring

Tony Collins (Excel) advises that the sites have been marked along the creek and foreshore and photographing can commence late August and then every three months thereafter. Tony will attend 5th August meeting to finalise details.

The Parks

The feral fence has been commenced at The Grange. Unfortunately there has been an out- break of vandalism causing considerable damage. Rob Jones has been replaced by Emily while he is on leave. 800 grasses have been planted at Bradshaw Park. S.C-S waters the yellow box eucalypts. Heaths are growing well in the control burn areas of the Rowan Woodlands. The Southern Golf Club ‘lake’ on the boundary of Braeside Park has gone ahead but a Parks Victoria officer is meeting with the Friends group to discuss the issue. Friends wonder whether the SGC should pay for the groundwater used in the ‘lake’. A request was made to BIOSIS for payment for the potting mix used in the rescue of plants from Epsom. Some difficulty arousing interest in the Federation Trail proposal and payment to the artist involved. Two foxes were found dead in the Park as a result of the poisoning program. A cat ban has been successfully introduced to Hains development south of Braeside Park. Well done our new Councillors!

Australia Day 2000

MBCL was allocated a shared tent again this year and we are grateful to our Treasurer for securing a prominent position for both MBCL and CRAG. Special thanks to Johanna for collecting give-a-ways generously donated by Melbourne Water, to Mara for Transport and assisting with information and to Penny, Brian and Nina.

Green Wedge Panel Hearing C2 and C5

Both Brian, representing KCEC and Dingley Village and Johanna, for MBCL, presented submissions at the Panel Hearing into proposed development in the green wedge. The Hearing ran for six days. Kingston Council’s approval of the Kingston Lodge development set a precedent for alienation of non-urban land in the City of Greater Dandenong.1400 houses could be built east of Springvale Road.

Tony Collins (Excel)

Tony attended briefly to inform us of the progress of plans for establishing monitoring points for quarterly recording of plant growth in the Natural Bush Areas.

Urgent!

An information session introducing plans for the Kingston Lodge residential and wetland development will be held at Mentone Council Offices, Mentone at 4.30pm Monday 29th November. Council will accept comments from groups and individuals concerning this controversial development. Stephen Hains will be present.

Significant Tree Register

Could members bring along their comments and ideas for a Significant Tree Register currently being considered by Council Environment Officers? It is hoped that this Register, coupled with a By-Law, may prevent the wanton destruction of mature trees on development blocks.

The Parks

Water testing at Braeside Park involves two Friends volunteers one day once a month to test five sites. A draft report on tests prepared by a volunteer is being published. Kingston Council is reported to be using a school to monitor water quality in Mordialloc Creek. When queried a council officer was uncertain of Melbourne Waters monitoring sites which are at Wells Road bridge and Pillars Crossing only. Glen Agnew is monitoring Dunlops Drain, Lake 3, Woodlands Industrial Estate and Mordialloc Creek with his own equipment. It was decided to write to Kingston CEO and Melbourne Water asking what is being done to monitor the Creek, mosquito larvae and algae blooms in Lake 3. The cost of chemicals for monitoring is $600 per year.
Open Day at Braeside Park was successful with 34 people attending a Heathland walk with Ron. Friends of Karkarook Park now has 6 members and automatic opening and closing gates with a people counter attached. Rangers are required to spend twenty minutes each day counting the golf balls which lob in the Park from the adjoining golf range! Our taxes at work! There were 1600 applicants for 12 positions with Parks Victoria.

Residential Strategy Workshops

J.Eggleston and F Rimington attended the Workshop, October 13th, at Moorabbin Council Offices. Neighbourhood Agreements and Covenants places the burden of protecting residential amenity on residents. The process is time consuming and difficult to achieve in streets with 30 plus houses.

The Parks

Braeside Park rangers have been reduced to three. There were formerly eight rangers. Rangers now work seven days a week and in summer, from 7am to 8.30pm. An article recording these facts in the Friends of Braeside Park newsletter was picked up by the local paper and resulted in the Friends being asked to attend a meeting with the upper echelons of Parks management to ‘please explain’. The Parks persons angst may be premature given that the ALP policy on OUR NATURAL ASSETS states that Labor will “Properly resource and expand the role of park rangers”. and “Defining the role of park rangers as including environmental management and the provision of education and interpretive services.”

Excel’s Visit

Tony Collins, Team Leader Natural Resources for Excel has 14 natural resource areas to anage. He explained his plans for giving advice and assistance to Friends Groups in Kingston. He will attend MBCL meetings on a bi-monthly basis to answer questions and meet on site when necessary. MBCL’s role may be mainly monitoring the Creek and foreshore natural vegetation areas. Will query status of Attenborough Park /responsibility for South bank of the creek?

Braeside Park

The Mayor has been invited to the Annual General meeting 22-8-99. This will be the 10th anniversary of the Park. A grant of $700 has been earmarked for a portable display board.

Port Phillip Conservation Council

Sandridge Beach is to be re-nourished with 100,000 cubic metres of sand taken from the Bayside area. Bayside Council has to give approval for the sand removal. Groynes are to be constructed at Sandridge. Lifesaving Clubs in Kingston have been generously funded – Mordialloc LSC : $14,500, Mentone LSC: $48,500, Aspendale LSC:- $20,750. National Park, Portsea likely to be privatised. The company operating the car ferry is interested. PPCC organised a tour 1-8-99 to Campbell Cove where 159 beach huts are enjoying a rent free existence on Crown Land.

Carrum Residents Action Group

The State Government plans to sell Bonbeach TAFE and CRAG have been given 12 months notice to re-locate their community plant nursery. The sale of TAFE, almost certainly for residential development, will mean a further loss of open space in the City of Kingston.

The Parks

The first series of photos have been taken for photo posts at Bradshaw Park. The photos are developed in Mentone free of charge. Mentone Park Primary School attended a planting day. Ron donated 50 plants to Bradshaw Park.
Christine Cama, President of the Braeside Park Friends Group has unfortunately resigned after five years of battling bureaucracy. She will be missed. A $5910 Grant from Parks Victoria was received and will be used for salinity control by intensively planting trees to lower the ground water. $2000 worth of plants have been sold by the Friends Group. There has been no response from Geoffrey Leigh after repeated requests for funds to establish a litter trap on the Dingley Drain. AGM August 22 1999 at the Braeside Visitors Centre. P.S. The Bicycle Hire service at Braeside has folded. Bring your own bikes! Dingley Primary School was involved in planting on Arbor Day at Rowan Woodlands.

Woodlands Industrial Estate

Work is proceeding on Lake One on the north east corner of the Industrial Estate. The plan is to drain the very deep borrow pit, clay line the bottom, use bio-solids from the Carrum Treatment Plant for fill and place a clay lining over the bio-solids. It is claimed that there will be no problem with this proposal. Interested groups were invited to inspect the site and the treatment plant on Sunday 18th July.

Communication Tower at Mordialloc Hospital Site

Mara reported on Kingston Council’s intention to place a 90 ft communication tower on this site. Nearby residents objected on visual and health grounds and the possibility that Optus or Vodaphone may also seek approval to use the tower.

The Parks

Braeside Park Friends Group is being asked to conduct tours of the Park formerly undertaken by Park Staff. In times such as these with downsized staff more is expected of volunteer groups it seems.
Governor Road widening to four lanes will mean loss of parkland on the southern section of Braeside Park. The undeveloped Kingston Lodge land will remain intact!
Karkarook Park Friends Group will be established to work with Braeside Friends Group in volunteer work in the park.
The Sandbelt Parklands Advisory Committee will widen the committee to attract people with a wide range of interests.

Kingston Lodge Panel Hearing

Conservation/environment groups appeared at the Panel hearings at Moorabbin Council Offices on the 11/12 August. J. Cuthbertson presented a most detailed and comprehensive submission to the Panel. Friends of Braeside Park, Friends of Edithvale Seaford Wetlands and Mordialloc Beaumaris Conservation League all spoke in support of their submissions. It was disappointing to hear Parks Victoria and DNRE supporting the development – even to the extent, in Parks Victoria’s case, supporting Kingston Council’s recommendation that the Green Wedge boundary should be moved to Springvale Road to allow the 700 house development to proceed. Kingston Council had a lawyer to support their case in favour of the development.

Mordialloc Local Area Traffic Study

Surveys have been sent to some residents in the study area – not all residents received them. The Mordialloc traders want the Moorabbin Transit bus moved to the other side of the railway line to allow for more car park spaces, however this will disadvantage public transport users especially the elderly who will have to negotiate the steep railway underpass. Residents in Montgomery Street will also be disadvantaged by the traders demand for a car park on the corner of Owen Street and Montgomery Street. Residents have asked that the Owen Street end of Montgomery Street be closed to stop through traffic. The next Steering Committee meeting will address the White street, Governor Road traffic problems.

Kingston Lodge Wetlands Development

The Panel Hearings into the proposed 700 house residential development and wetlands on the Hains property, Kingston Lodge, has commenced at Moorabbin Council Chambers. MBCL, KCEC, Friends of Braeside Park, Edithvale Wetlands and other community groups will appear on August 11/12. The hearings are open to the public. Six of the seven Kingston councillors have voted in favour of the development.

The Park

Bradshaw Park is being subjected to a radical removal of tea-trees. According to SERCO the aim is to convert the park into a grassy woodland. Tea-trees a certain number of metres from the coast are considered to be weeds!! The removal of healthy mature trees from this park, the foreshore and the creek reserve is causing considerable angst.Are there not more important tasks to be undertaken?
Braeside Park staff organised an excellent tour of Karkarook Park and work in progress there followed by a barbecue at Braeside Park. There is some suggestion of negotiations underway between Melbourne Water and Vic Roads over the ownership of the Mornington Freeway Reservation.
Karkarook Park is taking shape although mining continues in the largest hole which will eventually become a lake suitable for some boating. The park is essentially a flood control basin to treat stormwater especially Heatherton drain flow before it enters Mordialloc Creek.

Acidic Soil Dumping Melways 93 Al

Last November 1997 acid sulphate soil was dumped on industrial land south of Governor Road abutting Dunlops Drain. The soil came from City Link tunnels and Webb Dock and is prescribed contaminated soil. It has not been removed but covered with clean fill, however the EPA advises that in the long term there will be leaching into the groundwater. These oxidation products are highly toxic to aquatic organisms and if exposed to the air can also corrode steel and concrete engineering products.

Attenborough Park Trees

M.Hayler donated a sum of money to Kingston Council to be used for the purchase of 3 Monterey Cypress trees to be planted in Attenborough Park. The Cypresses were planted by the first settlers 150 years ago and can be regarded as having historical significance just as the Canary Island palms in Main Street, Mordialloc have significance as a WW1 memorial avenue. Whilst MBCL is a committed supporter of planting native species in the city, we feel that trees of historical significance also have a place. J. Cuthbertson volunteered to speak to Council Staff about this proposal and/or the return of the donation.

Wetlands

The Hains Draft plan for wetlands is causing concern because the size of the proposed residential development (600-700 houses). This leaves no room for an adequate buffer zone for the wetlands along the Mordialloc Main Drain. The “lake” in the centre of the development is also a questionable feature. There needs to be an overall view of the flood plain with the aim of restoring the hydrology with riparian vegetation.
Clean Up Australia is interested in this wetland project and may offer assistance at the appropriate time. A Wetland Committee is to be formed with representatives from Latrobe University.

Dandenong Catchment Implementation Committee (CIC)

The CIC Committee met 15-10-97 at the Melbourne Water depot, Coleman’s Road, Dandenong. A comprehensive report was given on MW’s Drainage scheme for Dandenong Catchment, including the cost of providing drainage for each development (approx $20,000 per development) with dual occupancy requiring additional charges to cater for increased run-off. 100 metres wide wetland system is being constructed at Brown’s Reserve, Mordialloc.
