Although no meeting was held in June members were involved in two major State Government projects of an extremely controversial nature. These are Level Crossing removals for Bonbeach and Edithvale Stations and the Mordialloc four lane. 9 km freeway elevated to cross over Governor Road, Waterways wetlands and Mordialloc Creek before joining Springvale Road. This road will also cross through the south west corner of Braeside Wetlands thus impacting two major wetland habitats frequented by migratory and endangered bird species. Groundwater in this low-lying area, part of the former Carrum Carrum swamp, may be contaminated by construction work at both Mordialloc Creek and at Edithvale Station when the acid sulphate soil is exposed to oxygen and endangering the water quality in the Edithvale Seaford Wetlands. An Environment Effects Statement (EES) was required based on the likely impact that polluted groundwater may have on the Edithvale Seaford wetlands thus making it unsuitable for bird life resulting in a loss of Ramsar listing of the wetlands.
Residents Against Mordialloc Freeway
RAMF consist of residents and concerned environmentalists who are not convinced that a fifth major road is required leading to Mornington Peninsula. There are alternatives such as lanes added to Springvale Road in the grassy paddock opposite Waterways residential estate and Richfield retirement Village – or extending the rail line from Frankston to Mornington. Instead residents will be faced with an elevated four lane ( maybe six lanes in future) freeway built across the open wetlands presently peaceful habitat for birds and a calm retreat for residents.
Level Crossing Removals
This project also kept environment and resident groups busy during June. Although two options are offered to communities it is usually the loudest and largest groups that are heard especially if political advantage is involved in Most residents don’t like the look of the elevated rail line and think it will devalue their property whereas the trench method may create flooding & subsidence problems in these suburbs. Groundwater impact was the most important factor under discussion at the Panel Hearing 4″-1″ June at Patterson River Golf Club. It was fortunate that the Friends of Edithvale Seaford wetlands were able to acquire two excellent expert witnesses:- Scott Seymour, for many years an engineer with Melbourne Water and extremely knowledgeable about groundwater. Supporting Scott was Sean Dooley an expert on bird migratory habits. Big questions remain about the success of the horizontal pipe in a trench method of dealing with flooding and contaminated groundwater.

The booklet has been printed and is available for perusal! It is Planned ot place some booklets in the local library and with Council. We are indebted to the graphic artist who took some marvellous photos of plants and bird life along the foreshore and Mordialloc Creek. We are also indebted to Melbourne Water whose earlier grants helped to cover the cost of printing.
Bicycle Network have approved the compromise proposal for the Bay Trail. There will be areas where Beach Road lanes will be narrowed to protect significant vegetation. From Mentone Parade to Peter Scullin Reserve, Mordialloc the lanes will be narrowed where there are bus stops or difficult parking problems on the narrow foreshore such as at Parkdale Yacht Club.
Kingswood Golf Club
The Kingswood Golf Club is under treat from developers. The Kingswood Golf Club is facing residential development rather than open space which is what the Dingley residents were hoping for. A certain person mentioned at the lobster luncheon at Beaumaris is seeking permission to develop land in the green wedge in Keysborough. The large cemetery is still a threat hanging over this section of the South East Green Wedge.
Level Crossing Removal
The Edithvale Wetlands may be at risk according to two consultants reports. Chosen to review the Government’s preferred option in the level crossing removal programme the report states that trenching required for the rail line may cause groundwater to build up. This will have to be disposed of by Melbourne Water pumping water to the Ramsar listed wetlands, or elsewhere, which in turn could alter water levels causing detriment to vegetation used by birds for nesting or if the water becomes acidic or saline this could also harm bird life.
Mordialloc Bypass will not only affect housing in Waterways and Aspendale Gardens but is intruding into and removing a section of Braeside Park. Residents in Dingley are concerned about this development as are Moorabbin residents because of the impact that the proposed freeway will have on the already heavily congested South Road where it enters the Nepean Highway in Moorabbin.
Plans for the trail went to Council once again, Monday 16th June. Due to the interference of the Member for Mordialloc who claimed that he had not been consulted about the bike track, and his appeal to the Roads Minister, further council consultation was undertaken thereby giving Mentone Beach Road residents the opportunity to “snow” VicRoads who then wrote to Kingston CEO, 26 April, implying that “the majority of correspondence received from the community (guess who) relates to to loss of parking on Beach Road versus vegetation retention.” The result is that Council planners have provided a compromise which involves providing 76 parking spaces between Mentone Lifesaving and Mentone Parade – unfortunately the section of foreshore with the most significant vegetation. The Traffix Group study states that “based on our site inspection there will be a significant level of vegetation clearing and earthworks to achieve the proposed 4.2m wide envelope from the proposed kerb line. However should the vegetation be required to be retained, the proposed 2.7m path would provide for the minimum operating envelopes.”.
As a result of the Member for Mordialloc’s complaint that there had been insufficient consultation about the trail, two MBCL members had a meeting with the member who could not be convinced that there had been sufficient consultation. Council organised two more drop in meetings about the Bay Trail in May. Meanwhile inflammatory misinformation about lane narrowing was still being disseminated by certain residents.
Latest plans for the Bay Trail were presented at the Public Places and Environment meeting in May and were impressive. The bicycle lane, back of kerb, will only be 2.5m wide, similar to the Bayside Bay Trail. VicRoads have approved narrowing the road lane where necessary such at bus stops.
Kingston Council has prepared Amendment C152 to introduce a policy for developments that deals with stormwater – residential or non-residential. This may be necessary because an article in The AGE 23 May, reports that climate change flood risks has doubled in new modelling which states that “Coastal council are at the forefront of dealing with the impacts especially councils such as Seaford, Carrum, Bonbeach and Aspendale”.
Level Crossing Removal
Edithvale rail under road. This option has been approved. Residents opposed to elevated rail option. Unfortunately the high water table will have to be dealt with. A Preliminary Impact Assessment: Groundwater-Rail Under Road AECOM-GHD has identified potential groundwater impacts on the Ramsar listed Edithvale-Seaford Wetlands as a result of the rail under road approach adopted for Edithvale and Bonbeach level crossing removals.
Some of these imparts are:
- Long term groundwater level impacts (drawdown, mounding, and water logging)
- Subsidence impacts
- ASS acid sulphate activation
- Saline intrusion

Yammerbook Nature Reserve
Residents do not want an extension to the car park since they feel that there will be antisocial behaviour after hours if the park is extended. Certain councillors are also uncertain about extending this facility mainly favouring parents dropping off and picking up school children. There is a bus stop nearby on Wells Road.
The Sporting Globe
The mediation meeting was held at VCAT in February. No agreement between parties so this development will go to VCAT in March. The only concession made was reduction in the size of the sign on the front of the building.

Brighton Lifesaving Club
Both Nina and Mary have sent objections regarding a large extension to the Lifesaving Club on the foreshore at Dendy Street, Brighton. While a café is included in the development it is claimed that it will not have a commercial kitchen which would have suggested a public commercial facility. It is debatable whether a café on site is required for lifesavers. However the size and design of the building does not appear to conform to requirements as set out in the Victorian Coastal Strategy for structures on the foreshore. Eg “Discourage the use of coastal Crown Land as a cheap alternative to private land for commercial gain through the inclusion of an 158 seat licensed multi-purpose space and 60 seat restaurant with room for 100 people.”
Nina reports that there have been five Expressions of Interests received but proposals do not match criteria mainly financial. Officer response to proposals in a few weeks time.
Successful bidder will be responsible for 15 year lease and all refurbishments.
Aboriginal Artefacts at First Avenue Edithvale
Cr West moved a motion in Council as to why the discovery of 16 Aboriginal stone artefacts discovered on this significant heritage site were not presented to councillors in the officer report and whether the Council could preserve the artefacts for display.
Masonic Hall has had two groups expressing an interest in this building – one an art House Cinema and the other a theatre group.Unfortunately any group interested in the hall will have to fund the complete renovation of the building. Meanwhile the Council is spending generously on sporting fields and the Moorabbin Reserve for the St Kilda Football Club.
Mordialloc Creek and Environs
Boats moored in the creek at Pompei’s Landing have had a disastrous time, first of all with vandalism that set fire to two boats and then, during the recent gales, a tree branch from the Monterey Cypresses crashing onto two more boats. It was suggested, 5th October, that MBCL become a Committee of Management for this section of the creek. Council will be trying to develop the site as soon as the difficult problem of ownership of sections of land is settled. Of concern is the fact that the Mordialloc Structure Plan has a photo of a two story café/restaurant on the water’s edge of the creek. A little unwise surely given that the area is flood prone.
MBCL supports the proposal in the Structure Plan that small boat owners be provided with a building suitable for maintenance of boats during repairs. This building could be sited alongside the Vic Track fence line. Research into COMs reveals that it would require significant funding to prepare a business plan for a three year stint with Government approval.
Mordialloc Life Saving Club Substation
Solar panels have been offered to four Lifesaving Clubs in the City of Kingston but Mordialloc LSC seems to have missed out. The excuse being given is that building hasn’t been completed at Mordialloc – “maybe when completed solar panels may be added.” (Bruce Rendall KCC) Why were panels not part of the initial plans which would have removed the need for a sub-station on the foreshore? United Energy now plans to install a second large unsightly pole in Epsom Road.
In April 2016 Council received advice that the Crown had revoked the Grant and Purpose issued in relation to the Mordialloc Boating and Angling (MBAC) as a result of uncertainty on the location and status of the various parcels of Crown Land that make up Pompei’s Landing. As a result the previous licence is not being pursued and a new licence and grant and purpose process is required.
Friends of Bradshaw Bushland Reserve
Have revised their newsletter, letterhead and brochure and produced very professional material including coloured photos of various plants and trees in the Reserve. It would be great to see the artwork of the boys from Sandringham Technical College back on the fence at the White Street corner.
Mordialloc Life Saving Club Substation
Sub-Station on foreshore to supply electricity for the gigantic new Mordialloc surf lifesaving club . Interestingly the local paper, the Leader, 29 June,announces that four Bayside lifesaving clubs are being provided with solar panels. Why not the Mordialloc LSC? Letters were sent to Council from MBCL and Nina suggesting that option rather than having unsightly electric light poles on Beach or Epsom Roads or industrialising the foreshore with a sub station.
George Woods Playground
Disappointingly the Council is going ahead with a large playground on the arboretum site in George Woods Reserve behind the kindergarten despite local families preferring an upgrade of the existing playground in close proximity to toilets. No toilets are planned for the new playground because of difficulty in providing infrastructure. There is a trend amongst some councils to adopt the European idea of introducing children to the natural environment by allowing kids to play in the open with leaves, branches, sand and small amounts of water. Rope bridges and flying foxes are featured in some ceases. While this idea formed part of MBCL’s submission to Council but not accepted we were impressed that Andrew Wright took the trouble to reply to the sub with a letter explaining why he felt the idea wouldn’t work in this case!!! Has there been a revolution up at 1230 Nepean Highway???
