Level Crossing Removal

The Edithvale Wetlands may be at risk according to two consultants reports. Chosen to review the Government’s preferred option in the level crossing removal programme the report states that trenching required for the rail line may cause groundwater to build up. This will have to be disposed of by Melbourne Water pumping water to the Ramsar listed wetlands, or elsewhere, which in turn could alter water levels causing detriment to vegetation used by birds for nesting or if the water becomes acidic or saline this could also harm bird life.

Mordialloc Bypass

Mordialloc Bypass will not only affect housing in Waterways and Aspendale Gardens but is intruding into and removing a section of Braeside Park. Residents in Dingley are concerned about this development as are Moorabbin residents because of the impact that the proposed freeway will have on the already heavily congested South Road where it enters the Nepean Highway in Moorabbin.

Bay Trail

Plans for the trail went to Council once again, Monday 16th June. Due to the interference of the Member for Mordialloc who claimed that he had not been consulted about the bike track, and his appeal to the Roads Minister, further council consultation was undertaken thereby giving Mentone Beach Road residents the opportunity to “snow” VicRoads who then wrote to Kingston CEO, 26 April, implying that “the majority of correspondence received from the community (guess who) relates to to loss of parking on Beach Road versus vegetation retention.” The result is that Council planners have provided a compromise which involves providing 76 parking spaces between Mentone Lifesaving and Mentone Parade – unfortunately the section of foreshore with the most significant vegetation. The Traffix Group study states that “based on our site inspection there will be a significant level of vegetation clearing and earthworks to achieve the proposed 4.2m wide envelope from the proposed kerb line. However should the vegetation be required to be retained, the proposed 2.7m path would provide for the minimum operating envelopes.”.

Pompei Landing

DM gave a report on negotiations undertaken by Council in order to gain control as Committee of Management of the strip of land on Mordialloc Creek Bank now occupied for boat hire and maintenance. Regional Director of DWELP had issued instructions that the licence issued by Council was invalid and a new licence would be required. A survey by the Surveyor General was also to be carried out. This wasn’t done but the State Government has now given the Council Committee of Management of the site. To add drama to the situation, on the 26 August two boats moored at the site were set alight at 4.30am. Investigations are continuing.

Mordialloc Bypass

A search for VicRoads plans for this project was undertaken because of the freeways impact on the Green Wedge should it go ahead. However the plans reveal that this freeway is not considered necessary according to Nigel Smith, Planning Studies Manager.

At most an arterial road may be thought necessary sometime in the future but this will depend on the volume of traffic using the Dingley bypass which may remove the need for any further road building.

Rubber Tree

Unfortunately relocated into George Woods Playground site although plans for the playground clearly shows that locally indigenous species would be planted around this area. It seems that the rubber tree was in the way of drainage works at Edithvale and the engineers decided to save the tree by relocating it. However there are many other local parks which would benefit from more trees and are not restricted to locally indigenous species in revegetation programs,

Statewide Assessment of Public Land

Draft Proposals. VEAC is inviting comments on their recommendations. It is pleasing to note that Climate Change and its impact on coastal areas around Port Phillip Bay is on the list as is the importance of groundwater protection , National Parks and Crown Land.

Supporting community based committees of management are encouraging recommendations contained in this document. Legislation is being reviewed and in some cases may be consolidated or simplified for improved administration purposes. Submissions invited until Nov 7th

Chain of Parks

Victory Road landfill is due to close in 2018 and there is a draft masterplan for an impressive new park on the site in the Green Wedge. However the operators want to raise the height of the contours to save themselves the trouble of moving solid inert material and this is causing some concern about the height and the dust problem as material is being relocated.

Tree Removal

As a result of residents requesting the removal of healthy, significant trees from their backyard or nature strip, Cr Gledhill moved that council review the street tree management policy and Local Law for trees on private land to make it easier for council to permit tree removal. It is reassuring to find that the majority of residents would like council to plant more trees.

Better Apartments Draft Design Standards

The Planning Minister has released this document for public consultation. The standards respond to key issues raised by the community about the size, design and poor workmanship of units in tower blocks but also in unit developments in our middle ring suburbs. The aim of this project is to “deliver liveable housing options that meet the long-term need of Victorians, enhance Victoria’s liveability and leave a positive legacy for future generations”. Not before time!

Inland Rail Line

The rail freight line may be receiving more favourable treatment from State Government Ministers according to a reliable source who has been working assiduously on a report on this important matter. Should the line go ahead it may remove the need for increasing the size of Victoria’s ports.

Best Wishes

Best wishes to Cr West , one of the hardest working Kingston Councillors, who is seriously ill in St Vincent’ hospitals. She has always been a stalwart defender of the environment and is sadly missed in that capacity in Council.

Level Cross Removals

Walter has been sounding out local politicians about sky rail for the Frankston Line and has been told that there is “no set policy as yet”, This seems to be borne out by the Premier on John Faine’s program 24 May when he acknowledged that there was a water problem on this line but there would be consultation and that there could be different solutions for different section of the line.

Walter was also relieved after speaking to the Minister for Transport, Luke Donellan that he supports an inland rail freight line. PPCC have compiled and presented a report on this project.

Panel Hearing New Residential Zones

Bruce Duffy, Vice President KRA, M.Rimington MBCL and Dorothy Booth, Mentone Station Gardens spoke at the NRZ Panel Hearings for the Kingston region on May 5th. Mary Drost dropped in briefly and said that all community presenters were presenting the same arguments opposing over development of the suburbs.

Mordialloc Bypass

Walter will visit local politicians re the MPF. A news item in the Age claimed that this freeway will not be built for many years. Low on the list of priorities with so many other projects underway.

Landfills Sites

Something we may have thought we’d heard the last of-old tipping sites have come back to haunt us! 8th May in the Age, Mark Wakeham of Environment Victoria, believes that the EPA should spend some of the $400 collected from the landfill levy should be spent on cleaning up creeks and rivers and stop decommissioned rubbish tips polluting water ways including Mordialloc Creek. The Age, 23 May, states that City of Kingston has 11 legacy landfill sites that are capable of leaching into the creek and Port Phillip Bay.

Canterbury Road

Saltview development went to VCAT over removal of Plains Grassy Wetland remnants. Case was lost and the remnant vegetation is to be moved -and if it survives, planted in Mordialloc Creek catchment. Revegetation project is continuing by contractors at Yammerbook.

Friends of Bradshaw Bushland Reserve

The members of this group are pleased that Kingston General Manager has an arrangement with rail authorities to care for remnant vegetation on the rail line outside the reserve’s fence. Unfortunately vandals have created trail bike jumps in the reserve’s prime ecological area. Local laws have been alerted. The Reserve brochure has been revised.

Timber Yard Development

The Timber Yard development in Albert Street (68 townhouses) has been refused by Council for design, surveillance faults, car parking and roof deck modification.

30 three storey units in Barkly Street will put enormous pressure on parking with a school, two churches and a funeral parlour abutting this development.

Kingston Coastal Management Plan

2014 has been released and is a great improvement on the draft document which contained a proposal to prevent trees being planted on the foreshore. The 2014 Plan is built on the 2009 model, also a fine example which quotes at 3.3 “Objectives and actions for protection of coastal vegetation and biodiversity outlined in several state and local strategies and policies ” and “it is important to retain vegetation for future generations to enjoy and provide habitat and food sources for local and migration of fauna to enjoy.”

Kingston Historic Tree Register

Clare wanted to know why certain councillors claimed “that there isn’t a need for an increase in the number of historic trees. The only historic trees should be on a golf course.” Members suggested that Clare ask that question at a council meeting. Clare also believes that there should be a 3000square metre vegetation audit prior to building in Trewella Road where there could be significant vegetation at risk.

Mordialloc Life Saving Club

This monstrosity now has its concrete slabs towering above the tree line of the foreshore – something that is frowned upon by the Port Phillip Authority report “Siting & Guidelines for Structures on the Port Phillip Coast.” where it states “when built form,colour and texture do not relate to surrounding natural character” redesign the building. Apparently this blot on the landscape will require so much electricity that United Energy proposes to install two tall poles and wires with a box attached either in Epsom Road (where there is already a similar pole) or in Beach Road where the wires would distract attention from views to the Bay. The third alternative is to plant a 5metre/5metre substation on the foreshore between High Street and Epsom Road. While it is claimed that vegetation won’t have to be removed for the substation, it is yet another built structure on the foreshore that could be placed elsewhere – for example why not within the building itself since it will be using the electricity – or on a corner of the tennis court car park which would be much closer to the building than the site on the Beach Road foreshore.

Correspondence

Suggested that MBCL buy the DVD Australian Coasts based on Neil Oliver’s English BBC Coasts program. Oliver actually filmed Beaumaris fossil cliffs and parts of Brighton Beach with Dr Tim Flannery. A Coastal Guide to the nature and history of Port Phillip Bay has been published and may also be worthwhile purchasing.

Meetings Attended

STOP Transport Group continues to highlight issues on the Frankston line in conjunction with the PTUA. Southland Station is to be built between Cheltenham and Highett stations, but in a limited format- no toilets, shelters or parking. Of concern is the advertising on train carriages completely covering windows. This obscures clear vision on trains, trams and buses and adds to the advertising blight around stations and rail lines. A letter has been written to the Metro company currently running the trains about this matter.

Port Phillip Conservation Council

Port Phillip Conservation Council met at Longbeach Centre Chelsea, 28 April. Developments on the coast line around the Bay are threatening Arthur’s Seat, Rosebud, Blairgowrie, Rye, Frankston and Brighton Beach. A chair lift and trail bike track on Arthur’s Sea, a swimming pool on the foreshore at Rosebud, a marina at Blairgowrie, a yacht club with a restaurant and retail premises on the foreshore at Frankston without adequate parking and a bike track on the sand at Brighton beach. Should Hastings Port go ahead there will destruction of the seagrass beds and mangroves as well as pollution from oil spills. Beaumaris Yacht Club is seeking an upper storey on the building when concrete cancer is removed. It is proposed that the building can then accommodate a Marine Research Centre – something similar to what is proposed for the Mordialloc Surf Lifesaving Club when it is rebuilt on the primary dune on Mordialloc foreshore.

EPA Works Approval Application

EPA has received an application to issue works approval or licences which permit work which will result in a discharge of waste to the environment, or an increase or alteration in existing discharge. Alex Fraser Asphalt Pty Ltd, Dandenong South, is applying for this licence to develop 250,000 tonnes per annum of hot mix asphalt facility.Where will this waste be discharged? Into Dandenong Creek which flows mainly into Patterson River or will some waste enter Mordialloc Creek?

Members Overseas

Members currently touring overseas will soon be returning. Card from the Earls in the UK advises that the English Green Wedges are also under threat. A conservative govt disease?

Waterwatch

Bronwen’s waterwatch partners have abandoned the cause unfortunately. Work may begin soon on another wetland on the north bank of the creek on industrial land above Wells Road bridge. This may cause silt to flow down stream – hopefully not re-silting the dredged areas down stream from Chute Street boat ramp to the mouth of the creek. Dredging work is proceeding on time and on budget. The Mordialloc Creek Committee’s aims are fortunately in line with environment values supporting retention of boating works and maintenance on the Pompeii site rather certain developments proposed for the site in Mordialloc Structure Plan. The Committee would also prefer to see shade trees on the Hazel Pierce Reserve rather than Canary Island Date Palms classed as invasive weeds in the DSE Invasive Weeds document.

Discussion about what should appear on the website bearing in mind that Tom and Tatania will be responsible for adding material and maintaining the site while involved in their own business. It was suggested that suitable material could be collected and every three months passed on to Tom via Lew. Material to be added could be listed in the newsletter.

Council Survey and Election

Survey results have been compiled and a list of existing and potential Councillors who responded have been passed on to the local papers.

The Collins Report

Tony stressed to watch out for Myrtle Rust which is infecting a wide variety of trees and plants in suburban gardens, parks and countryside. It is thought that the Rust comes initially from nurseries. It is important to report to the Department of Primary Industry and sightings of the pest.

Arctic Sea Ice Melting

The polar cap is shriveling at unforeseen speed according to Professor Steffen (Sunday Age 23 Sept. 2012). “The most radical projection is about 2016 and probably the most conservative projection is about 2030 when the polar cap will be ice free.” Greenland has lost nearly all its ice and some residents are looking forward to mining the previously buried resources. “The speed of events is why scientists are so worried. The only way to stop these thresholds is to cut greenhouse emissions triggering these changes and there are a few signs of that taking place.” It seems most unwise therefore, for the Planning Minister, Matthew Guy to approve development in coastal areas. He believes that no one need worry for 20 years and after that the next generation will have to deal with the outcome!

Coal Seam Gas Mining

The Union of Australian Women (UAW) at their last meeting had a speaker who has recently moved to Gippsland – right in the thick of the CSG battle. Mairi Neale has provided excellent notes of the presentation available for anyone interested in the environmental threat.

New Planning Zones

Anyone wanting to be informed about the Planning Minister’s assault on our suburbs should check the email for a summary compiled by a Green Wegde member from Macedon Ranges. She outlines the impact not only on urban areas but also on the rural zones and farming communities, small towns and villages. Virtually under Guy’s rules anything goes. Third party rights to object no longer exist.

Port Phillip Conservation Council AGM

Scheduled to be held at 7:30pm Monday 22 October at Long Beach Place, Chelsea Community Center. Guest Speaker will be Dr Graeme Pearman Climate Scientist. Dr Pearman was Chief Scientist at Aspendale Atmospheric Center for many years and has spoken and written about climate change for decades. Not to be missed.

Beaumaris Cliffs

The internationally renowned fossil cliffs have been removed from the National Estate Register. The Federal Government closed the Register therefore significant sites now have no legal protection. The Federal Minister for the Environment suggested we appeal to have the cliffs registered on the Victorian Estate Register and included a most complex document to be completed for that purpose. Geoffrey Goode, PPCC, claimed that the Geological Society of Government has only registered one site for inclusion on the Register. In the light of the State Govt’s recent treatment of the environment this attitude is not surprising.

Bushfires

Bushfires have occupied our thoughts since February 7th especially when friends or relatives live in fire prone areas. Many people would know of someone who has suffered loss or injury and then the tragedy really hits home. Sadly the environmental movement in Victoria has lost a valued member with the death at Steele’s Creek of Jenny Barnett and her husband John .

Researcher Visit

Brad Jessup was welcomed to the Feb meeting. Brad, formerly with Freehills during the 2004 EES Panel Hearing into the Channel Deepening project, is now at the ANU researching whether an evolved concept of environmental justice can be transferred into environmental laws. One of his case studies is the Port Phillip Bay channel deepening project. Interviewing those of us who attended both the EES 2004 and the SEES 2007 hearings was the reason for the interview. Brad stayed for the meeting and listened to views of members who had issues with VCAT decisions and local government’s community ‘consultation’ process!.~

Grenda Bus Facility

Greenda Bus Facility in Springvale Road and in the Green Wedge went to VCAT 5th February. No decision as yet. Following on the discussion above concerning environmental justice it has been suggested that expert witnesses should be selected by VCAT rather than by the proponent who usually has a stable of well paid consultants who will deliver ‘expert advice’ ensuring a favourable decision but disadvantaging the self funded community members.

Crown Land Review

It was suggested that all public land should be included in the State Government’s review of Crown land in metropolitan Melbourne e.g. school grounds, land abutting rail lines, creek frontages etc. Rail land in excess of requirements at Edgars creek, Coburg is likely to be sold for $10 million while the community seek to retain the land for sorely needed open space. The Final report of the Select Committee of the Legislative Council on Public Land Development provides some alarming examples of the State Government’s practice of selling Crown land as a means of revenue –raising including public land. The Committee notes the specific function of the Land and Property Group within the Department of Treasury and Finance to manage the sale of surplus Crown land to meet Government revenue targets . (p.60)

Bay Trail

Cr West planned to raise the completion of the Kingston section of the bike track along the verge of Beach Road at the forthcoming Council Planning day. Coincidentally the Bayside Council discussed their section of the bike track at a Council meeting 17th February.

Rod asked your secretary to be one of nine three minute speakers in favour of a continuation of the back of kerb route from Cromer Road, Beaumaris to Charman Road ,Mentone. To the surprise and delight of the contingent Bayside Council have agreed to defer a decision and continue to lobby VicRoads for approval to use the existing verge as part of the track. VicRoads want to increase this section of Beach Road to four lanes. Why?

George Woods Reserve

Council officer Munir Vahanvati reported that development of a master plan for the reserve is uncertain – dependent on when council can appoint an external consultant. “With the development of a Master Plan there will be some level of community consultation.” Thanks, Munir!

Friends of Kingston Heath Reserve

Members have investigated the baseball pitching area and are unhappy with its location on the western part of the reserve and request that it be moved for the following reasons: There has been no permit issued for the construction of the pitching area therefore it is an illegal structure; it encroaches on the passive recreation area, which according to the Kingston Heath Reserve Master plan must remain the status quo; it is very close to a newly constructed pathway and is therefore a danger to other park users. They are concerned about Council’s policy of this type of illegal construction on pubic land.

New Residential Zones for Victoria

The Dept of Planning & Community Development have kindly delivered a box of 10 copies of the document and are calling for subs. Here is your opportunity to object if you don’t want to find three storeys (or more) developments in your suburban limited or incremental change zones, or four storey’s (or more) in substantial change zones.

Overloading Australia

Related to the issue above why not purchase a copy of the book by Mark O’Connor and William Lines and suggest to the Dept of Planning that if we had a lower rate of population growth they would not need to wreck the neighbourhood by cramming high density development into low rise suburbs – and increasing CO2 emissions and water and energy problems while they are about it.

Mordialloc Creek Wetlands Development at Aspendale Gardens

Appears to be some concern amongst AGRA members with the closeness of factories on the industrial land to Mordialloc Creek and proposed wetland.”It appears that the long term community needs have been ignored.For example the factories will be built on fill which will raise the height of buildings 1.5 metres presenting an eyesore to the Aspendale Gardens community” Meetings have been held between Melbourne Water and Jonathon Guttman to discuss these matters.

Correspondence

Letters have been sent to Mayor & Councillors City of Dandenong and the Environmental Defenders Office regarding a sculpture on Eastlink known as ‘Hotel’ . querying the need for a permit for 20 metre structure. Submissions have been sent to Moorabbin to Mordialloc Integrated Framework Plan.

Mordialloc Creek

Letters to be written to ARCUE re concerns at some councillors claims that Phragmites (reeds)should be removed from Mordialloc Creek to provide watercraft access. Suggestions that the island, currently a wildlife refuge, should also be removed for the same reason. The creek is to be dredged to 1.5 metres below sea level to allow salt water to flow upstream. Will this effect the ecology of the proposed freshwater wetlands?

Attenborough Park

Bollards have been placed in Attenborough Park to prevent Doyles customers parking in the park on the grassed areas under the Monterey Cypresses. A metre of the park has been taken for road works after the Mordialloc Creek bridge work is completed. Groves Reserve future use is uncertain at this time.BRADSHAW PARK March working bee Friends cleared hut gutters,bagged litter, weeded, lined walking tracks with logs and branches to confine visitors to tracks. A memorial plaque to Peter Bunning has been prepared.

Bay Trail

Stages 1a and 1b have been completed up to Parkdale Yacht Club car park.Because the car park is so narrow it would make sense to continue the bike track back- of- kerb on the road verge offered by VicRoads. Vegetation along the foreshore has been affected by the drought so council’s excuse that too much vegetation would be removed if the back- of- kerb option was adopted is no longer valid.

Peter Scullin Reserve

The barbecues on the reserve have been painted a sand colour which has softened the harsh concrete blocks so out of character with the 1920/30s buildings. Council’s previous policy was that all structures should conform to that character.

Judy raised these issues with Stephen at the Village Committee meeting and was given a copy of the planting list for the Reserve (Note the planting day May 10th 9am to 1pm)

Once again the tea-trees are surviving drought conditions better than she-oaks, Banksias and eucalypts.

Waterwatch Project

A date is still to be decided to commence the water quality monitoring . Middle of May now looks promising for initial testing upstream of Wells road bridge. Mary has volunteered to assist Judy if support is required while others are away.

NQR Mediation Meeting

was held 8th April attended by 20 people. Residents were appalled by the plan to have exit/entry only from Epsom Road. This would include delivery trucks, resident vehicles, customers, rubbish removal and staff vehicles. Semi trailers delivering to NQR have trouble backing into the site at present. Vehicles travel at speed down Epsom Road after negotiating the roundabout making this a heavily trafficked dangerous corner. Johanna presented some excellent modifications to the proposal which is planning 40 units on two of the three storey development plus an Aldi supermarket.

New Residential Zones for Victoria

KRAMMED president has prepared an scathing critique of the State Government’s latest scheme to cram a million more people into Melbourne. This involves three and four storey developments in existing low rise suburban streets. Pressure for higher density development in our suburbs overlooks overloaded drainage systems, flood prone land, sea level rise affecting development on low -lying foreshore areas and loss of open space and parkland. Lack of water resources should give cause for politicians to consider a reduction in population increase. Dr Katherine Betts, Australian Population Sociologist will be speaking at the North Melbourne Library Saturday 10th May at 2pm. Dr Betts will look at Statistics and Politics-Changes in collection and definition of Australian immigration statistics over the past 10 years.

Channel Deepening

As you are probably aware dredging is soon to commence in the Yarra River. Toxic dredge sludge will be dumped in the specially constructed bund 16 kms off Mordialloc. The Greens have gained the support of Independent and Liberal State Government politicians to convene a Parliamentary Standing Committee on Finance and Public Administration to inquire into the contract between Boskalis, the dredging company and POMC.The Brumby Labor Government has extended the time for submissions to the Inquiry until May 7th .
