Mordialloc Bypass

Five members of VicRoads attended the October meeting plus two members of the Braeside Park Committee.This commenced at 3pm and was a robust discussion. The 9km stretch of four lane freeway (with provision for two extra lanes later) runs adjacent to the Braeside Park boundary and encroaches on the South West corner of the park before crossing Governor Road and entering the wetlands to an elevated road. There is significant vegetation in this section. Passing in close proximity to the Waterways Residential estate as an elevated roadway will create noise issues requiring sound barriers adding to the visual impact. The elevated road will cross the Mordialloc Creek and passover Aspendale Gardens homes before joining Springvale Road.

The meeting concluded at 4pm. Since then there has been an invitation to walk a section of the route with the VicRoads people at a date still to be decided.

Coast and Creek Booklet

The Coast and Creek booklet has been printed and copies have been placed at the front desk of the Council Chambers with Kingston Council’s approval. It is planned to place some in the Parkdale Library and in some schools if they are interested. There is some concern about the Mornington Peninsula Freeway crossing Mordialloc Creek because of disturbance of acid sulphate soil that will occur during construction work with pollution entering the creek.

Coast and Creek Booklet

The booklet has been printed and is available for perusal! It is Planned ot place some booklets in the local library and with Council. We are indebted to the graphic artist who took some marvellous photos of plants and bird life along the foreshore and Mordialloc Creek. We are also indebted to Melbourne Water whose earlier grants helped to cover the cost of printing.

Bay Trail

Bicycle Network have approved the compromise proposal for the Bay Trail. There will be areas where Beach Road lanes will be narrowed to protect significant vegetation. From Mentone Parade to Peter Scullin Reserve, Mordialloc the lanes will be narrowed where there are bus stops or difficult parking problems on the narrow foreshore such as at Parkdale Yacht Club.

Kingswood Golf Club

The Kingswood Golf Club is under treat from developers. The Kingswood Golf Club is facing residential development rather than open space which is what the Dingley residents were hoping for. A certain person mentioned at the lobster luncheon at Beaumaris is seeking permission to develop land in the green wedge in Keysborough. The large cemetery is still a threat hanging over this section of the South East Green Wedge.

Coast and Creek Booklet

The coast and creek booklet may finally be at the printers thanks to the terrific work of Mick and eagle-eyed editors! There was some discussion about asking for a gold coin donation for the booklet. There were differing opinions but on some occasions such as street stalls or community events this might be appropriate.

Bay Trail

The new newspaper on the block, the Mordialloc Chronicle, features tree pages of “advertisements” of the disinformation about the next section of the Bay Trail from the Mentone Lifesaving Club to Peter Scullin Reserve. For example the ad claims that Beach Road will be narrowed from Renninson Street to the Scullin Reserve. Not True.

Level Crossing Removal

There will be 8 community sessions to decide on work to remove the rail crossings, Edithvale to Seaford. Seaford residents are angry about the closure of Ell Race Road when it is claimed that there are feasible alternatives to the closure. There is also the threat to groundwater and the wetlands should the trench method be adopted for this section of the Frankston line.

Bay Trail

As a result of the Member for Mordialloc’s complaint that there had been insufficient consultation about the trail, two MBCL members had a meeting with the member who could not be convinced that there had been sufficient consultation. Council organised two more drop in meetings about the Bay Trail in May. Meanwhile inflammatory misinformation about lane narrowing was still being disseminated by certain residents.
Latest plans for the Bay Trail were presented at the Public Places and Environment meeting in May and were impressive. The bicycle lane, back of kerb, will only be 2.5m wide, similar to the Bayside Bay Trail. VicRoads have approved narrowing the road lane where necessary such at bus stops.

Stormwater Management

Kingston Council has prepared Amendment C152 to introduce a policy for developments that deals with stormwater – residential or non-residential. This may be necessary because an article in The AGE 23 May, reports that climate change flood risks has doubled in new modelling which states that “Coastal council are at the forefront of dealing with the impacts especially councils such as Seaford, Carrum, Bonbeach and Aspendale”.

Level Crossing Removal

Edithvale rail under road. This option has been approved. Residents opposed to elevated rail option. Unfortunately the high water table will have to be dealt with. A Preliminary Impact Assessment: Groundwater-Rail Under Road AECOM-GHD has identified potential groundwater impacts on the Ramsar listed Edithvale-Seaford Wetlands as a result of the rail under road approach adopted for Edithvale and Bonbeach level crossing removals.

Some of these imparts are:

  • Long term groundwater level impacts (drawdown, mounding, and water logging)
  • Subsidence impacts
  • ASS acid sulphate activation
  • Saline intrusion

Coast and Creek Booklet

Mordialloc Creek features in the Coast and Creek booklet which is developing in an interesting manner. It is hoped that the graphic artist will be able to attend the May meeting of MBCL. Furthermore an attendee at the April meeting is a keen bird watcher so he might be able to add further info in that area.

Level Crossing Removal

There is an official report around which claims that the Edithvale-Seaford Wetland’s groundwater will be badly affected if the trench method of removing rail crossings is adopted for the Frankston line south of Aspendale. This would mean trenches for Edithvale and Bonbeach stations and a bridge over Patterson River for Carrum plus a relocation of the Carrum Station further along the line.

The layout of the booklet is finally taking shape with the graphic artist keen to view any photos of the creek or the foreshore providing there are clouds in view!

Yammerbook Nature Reserve

Residents do not want an extension to the car park since they feel that there will be antisocial behaviour after hours if the park is extended. Certain councillors are also uncertain about extending this facility mainly favouring parents dropping off and picking up school children. There is a bus stop nearby on Wells Road.

The Sporting Globe

The mediation meeting was held at VCAT in February. No agreement between parties so this development will go to VCAT in March. The only concession made was reduction in the size of the sign on the front of the building.

Brighton Lifesaving Club

Both Nina and Mary have sent objections regarding a large extension to the Lifesaving Club on the foreshore at Dendy Street, Brighton. While a café is included in the development it is claimed that it will not have a commercial kitchen which would have suggested a public commercial facility. It is debatable whether a café on site is required for lifesavers. However the size and design of the building does not appear to conform to requirements as set out in the Victorian Coastal Strategy for structures on the foreshore. Eg “Discourage the use of coastal Crown Land as a cheap alternative to private land for commercial gain through the inclusion of an 158 seat licensed multi-purpose space and 60 seat restaurant with room for 100 people.”

Masonic Hall

Nina reports that there have been five Expressions of Interests received but proposals do not match criteria mainly financial. Officer response to proposals in a few weeks time.

Successful bidder will be responsible for 15 year lease and all refurbishments.

Aboriginal Artefacts at First Avenue Edithvale

Cr West moved a motion in Council as to why the discovery of 16 Aboriginal stone artefacts discovered on this significant heritage site were not presented to councillors in the officer report and whether the Council could preserve the artefacts for display.

Masonic Hall

Masonic Hall has had two groups expressing an interest in this building – one an art House Cinema and the other a theatre group.Unfortunately any group interested in the hall will have to fund the complete renovation of the building. Meanwhile the Council is spending generously on sporting fields and the Moorabbin Reserve for the St Kilda Football Club.

Mordialloc Creek and Environs

Boats moored in the creek at Pompei’s Landing have had a disastrous time, first of all with vandalism that set fire to two boats and then, during the recent gales, a tree branch from the Monterey Cypresses crashing onto two more boats. It was suggested, 5th October, that MBCL become a Committee of Management for this section of the creek. Council will be trying to develop the site as soon as the difficult problem of ownership of sections of land is settled. Of concern is the fact that the Mordialloc Structure Plan has a photo of a two story café/restaurant on the water’s edge of the creek. A little unwise surely given that the area is flood prone.

MBCL supports the proposal in the Structure Plan that small boat owners be provided with a building suitable for maintenance of boats during repairs. This building could be sited alongside the Vic Track fence line. Research into COMs reveals that it would require significant funding to prepare a business plan for a three year stint with Government approval.

Mordialloc Life Saving Club Substation

Sub-Station on foreshore to supply electricity for the gigantic new Mordialloc surf lifesaving club . Interestingly the local paper, the Leader, 29 June,announces that four Bayside lifesaving clubs are being provided with solar panels. Why not the Mordialloc LSC? Letters were sent to Council from MBCL and Nina suggesting that option rather than having unsightly electric light poles on Beach or Epsom Roads or industrialising the foreshore with a sub station.

George Woods Playground

Disappointingly the Council is going ahead with a large playground on the arboretum site in George Woods Reserve behind the kindergarten despite local families preferring an upgrade of the existing playground in close proximity to toilets. No toilets are planned for the new playground because of difficulty in providing infrastructure. There is a trend amongst some councils to adopt the European idea of introducing children to the natural environment by allowing kids to play in the open with leaves, branches, sand and small amounts of water. Rope bridges and flying foxes are featured in some ceases. While this idea formed part of MBCL’s submission to Council but not accepted we were impressed that Andrew Wright took the trouble to reply to the sub with a letter explaining why he felt the idea wouldn’t work in this case!!! Has there been a revolution up at 1230 Nepean Highway???

Bushfires

Bushfires have occupied our thoughts since February 7th especially when friends or relatives live in fire prone areas. Many people would know of someone who has suffered loss or injury and then the tragedy really hits home. Sadly the environmental movement in Victoria has lost a valued member with the death at Steele’s Creek of Jenny Barnett and her husband John .

Researcher Visit

Brad Jessup was welcomed to the Feb meeting. Brad, formerly with Freehills during the 2004 EES Panel Hearing into the Channel Deepening project, is now at the ANU researching whether an evolved concept of environmental justice can be transferred into environmental laws. One of his case studies is the Port Phillip Bay channel deepening project. Interviewing those of us who attended both the EES 2004 and the SEES 2007 hearings was the reason for the interview. Brad stayed for the meeting and listened to views of members who had issues with VCAT decisions and local government’s community ‘consultation’ process!.~

Grenda Bus Facility

Greenda Bus Facility in Springvale Road and in the Green Wedge went to VCAT 5th February. No decision as yet. Following on the discussion above concerning environmental justice it has been suggested that expert witnesses should be selected by VCAT rather than by the proponent who usually has a stable of well paid consultants who will deliver ‘expert advice’ ensuring a favourable decision but disadvantaging the self funded community members.

Crown Land Review

It was suggested that all public land should be included in the State Government’s review of Crown land in metropolitan Melbourne e.g. school grounds, land abutting rail lines, creek frontages etc. Rail land in excess of requirements at Edgars creek, Coburg is likely to be sold for $10 million while the community seek to retain the land for sorely needed open space. The Final report of the Select Committee of the Legislative Council on Public Land Development provides some alarming examples of the State Government’s practice of selling Crown land as a means of revenue –raising including public land. The Committee notes the specific function of the Land and Property Group within the Department of Treasury and Finance to manage the sale of surplus Crown land to meet Government revenue targets . (p.60)

Bay Trail

Cr West planned to raise the completion of the Kingston section of the bike track along the verge of Beach Road at the forthcoming Council Planning day. Coincidentally the Bayside Council discussed their section of the bike track at a Council meeting 17th February.

Rod asked your secretary to be one of nine three minute speakers in favour of a continuation of the back of kerb route from Cromer Road, Beaumaris to Charman Road ,Mentone. To the surprise and delight of the contingent Bayside Council have agreed to defer a decision and continue to lobby VicRoads for approval to use the existing verge as part of the track. VicRoads want to increase this section of Beach Road to four lanes. Why?

George Woods Reserve

Council officer Munir Vahanvati reported that development of a master plan for the reserve is uncertain – dependent on when council can appoint an external consultant. “With the development of a Master Plan there will be some level of community consultation.” Thanks, Munir!

Friends of Kingston Heath Reserve

Members have investigated the baseball pitching area and are unhappy with its location on the western part of the reserve and request that it be moved for the following reasons: There has been no permit issued for the construction of the pitching area therefore it is an illegal structure; it encroaches on the passive recreation area, which according to the Kingston Heath Reserve Master plan must remain the status quo; it is very close to a newly constructed pathway and is therefore a danger to other park users. They are concerned about Council’s policy of this type of illegal construction on pubic land.

Gunower, Koondrook Perricoota

Story telling info was sent out by Verity McLucas now working with Environment Victoria.Unfortunately it’s too late to enter but there are workshops in Bendigo for anyone interested in participating.

New Residential Zones for Victoria

The Dept of Planning & Community Development have kindly delivered a box of 10 copies of the document and are calling for subs. Here is your opportunity to object if you don’t want to find three storeys (or more) developments in your suburban limited or incremental change zones, or four storey’s (or more) in substantial change zones.

Overloading Australia

Related to the issue above why not purchase a copy of the book by Mark O’Connor and William Lines and suggest to the Dept of Planning that if we had a lower rate of population growth they would not need to wreck the neighbourhood by cramming high density development into low rise suburbs – and increasing CO2 emissions and water and energy problems while they are about it.

Mordialloc Creek Wetlands Development at Aspendale Gardens

Appears to be some concern amongst AGRA members with the closeness of factories on the industrial land to Mordialloc Creek and proposed wetland.”It appears that the long term community needs have been ignored.For example the factories will be built on fill which will raise the height of buildings 1.5 metres presenting an eyesore to the Aspendale Gardens community” Meetings have been held between Melbourne Water and Jonathon Guttman to discuss these matters.
