Mordialloc Life Saving Club Substation

Sub-Station on foreshore to supply electricity for the gigantic new Mordialloc surf lifesaving club . Interestingly the local paper, the Leader, 29 June,announces that four Bayside lifesaving clubs are being provided with solar panels. Why not the Mordialloc LSC? Letters were sent to Council from MBCL and Nina suggesting that option rather than having unsightly electric light poles on Beach or Epsom Roads or industrialising the foreshore with a sub station.

George Woods Playground

Disappointingly the Council is going ahead with a large playground on the arboretum site in George Woods Reserve behind the kindergarten despite local families preferring an upgrade of the existing playground in close proximity to toilets. No toilets are planned for the new playground because of difficulty in providing infrastructure. There is a trend amongst some councils to adopt the European idea of introducing children to the natural environment by allowing kids to play in the open with leaves, branches, sand and small amounts of water. Rope bridges and flying foxes are featured in some ceases. While this idea formed part of MBCL’s submission to Council but not accepted we were impressed that Andrew Wright took the trouble to reply to the sub with a letter explaining why he felt the idea wouldn’t work in this case!!! Has there been a revolution up at 1230 Nepean Highway???

Bushfires

Bushfires have occupied our thoughts since February 7th especially when friends or relatives live in fire prone areas. Many people would know of someone who has suffered loss or injury and then the tragedy really hits home. Sadly the environmental movement in Victoria has lost a valued member with the death at Steele’s Creek of Jenny Barnett and her husband John .

Researcher Visit

Brad Jessup was welcomed to the Feb meeting. Brad, formerly with Freehills during the 2004 EES Panel Hearing into the Channel Deepening project, is now at the ANU researching whether an evolved concept of environmental justice can be transferred into environmental laws. One of his case studies is the Port Phillip Bay channel deepening project. Interviewing those of us who attended both the EES 2004 and the SEES 2007 hearings was the reason for the interview. Brad stayed for the meeting and listened to views of members who had issues with VCAT decisions and local government’s community ‘consultation’ process!.~

Grenda Bus Facility

Greenda Bus Facility in Springvale Road and in the Green Wedge went to VCAT 5th February. No decision as yet. Following on the discussion above concerning environmental justice it has been suggested that expert witnesses should be selected by VCAT rather than by the proponent who usually has a stable of well paid consultants who will deliver ‘expert advice’ ensuring a favourable decision but disadvantaging the self funded community members.

Crown Land Review

It was suggested that all public land should be included in the State Government’s review of Crown land in metropolitan Melbourne e.g. school grounds, land abutting rail lines, creek frontages etc. Rail land in excess of requirements at Edgars creek, Coburg is likely to be sold for $10 million while the community seek to retain the land for sorely needed open space. The Final report of the Select Committee of the Legislative Council on Public Land Development provides some alarming examples of the State Government’s practice of selling Crown land as a means of revenue –raising including public land. The Committee notes the specific function of the Land and Property Group within the Department of Treasury and Finance to manage the sale of surplus Crown land to meet Government revenue targets . (p.60)

Bay Trail

Cr West planned to raise the completion of the Kingston section of the bike track along the verge of Beach Road at the forthcoming Council Planning day. Coincidentally the Bayside Council discussed their section of the bike track at a Council meeting 17th February.

Rod asked your secretary to be one of nine three minute speakers in favour of a continuation of the back of kerb route from Cromer Road, Beaumaris to Charman Road ,Mentone. To the surprise and delight of the contingent Bayside Council have agreed to defer a decision and continue to lobby VicRoads for approval to use the existing verge as part of the track. VicRoads want to increase this section of Beach Road to four lanes. Why?

George Woods Reserve

Council officer Munir Vahanvati reported that development of a master plan for the reserve is uncertain – dependent on when council can appoint an external consultant. “With the development of a Master Plan there will be some level of community consultation.” Thanks, Munir!

Friends of Kingston Heath Reserve

Members have investigated the baseball pitching area and are unhappy with its location on the western part of the reserve and request that it be moved for the following reasons: There has been no permit issued for the construction of the pitching area therefore it is an illegal structure; it encroaches on the passive recreation area, which according to the Kingston Heath Reserve Master plan must remain the status quo; it is very close to a newly constructed pathway and is therefore a danger to other park users. They are concerned about Council’s policy of this type of illegal construction on pubic land.

Gunower, Koondrook Perricoota

Story telling info was sent out by Verity McLucas now working with Environment Victoria.Unfortunately it’s too late to enter but there are workshops in Bendigo for anyone interested in participating.

New Residential Zones for Victoria

The Dept of Planning & Community Development have kindly delivered a box of 10 copies of the document and are calling for subs. Here is your opportunity to object if you don’t want to find three storeys (or more) developments in your suburban limited or incremental change zones, or four storey’s (or more) in substantial change zones.

Overloading Australia

Related to the issue above why not purchase a copy of the book by Mark O’Connor and William Lines and suggest to the Dept of Planning that if we had a lower rate of population growth they would not need to wreck the neighbourhood by cramming high density development into low rise suburbs – and increasing CO2 emissions and water and energy problems while they are about it.

Mordialloc Creek Wetlands Development at Aspendale Gardens

Appears to be some concern amongst AGRA members with the closeness of factories on the industrial land to Mordialloc Creek and proposed wetland.”It appears that the long term community needs have been ignored.For example the factories will be built on fill which will raise the height of buildings 1.5 metres presenting an eyesore to the Aspendale Gardens community” Meetings have been held between Melbourne Water and Jonathon Guttman to discuss these matters.

Dredging the Shipping Channels in Port Phillip Bay

It’s on again, folks! Dredging the Shipping Channels in Port Phillip Bay and dumping contaminated dredge spoil from the Yarra River in the extended dredged material grounds (DMG) off Mordialloc! You can find out more about the impact on the Bay from the complete set of volumes of the EES report in the Council’s offices Brindisi Street, Mentone. The reason for dumping highly toxic dredge spoil material from the Yarra in the Bay is because “it will be too expensive to treat it on land!”

Port of Hastings Land Use

While dredging the shipping channels in Port Phillip Bay is back on the agenda a scheme to resurrect the development of Hastings as a major transport/ shipping hub is also being actively canvassed. According to the summary document it is envisaged that there will be 3,410 truck movements per day when the port is working and 44 train movements per day On the Frankston Line. There is discussion of a third Frankston rail line to cater for this traffic In the meantime it would be advisable not purchase a home anywhere near the Frankston rail line!

Kingston Planning Scheme Amendment C52 Mordialloc Activity Centre

The Panel report has been released and received a favourable response from Council who felt that most of their concerns and wish list had been addressed, There maybe problems however where the Panel felt there could be more flexible height limits in some parts of the study area. The Report now goes to the Minister for Planning for approval.

Pollution in Port Phillip Bay

Glen Agnew reported on the continuing sedimentation problems which affect the marine life in the Bay. There is increasing nutrient growth & decreased light levels well below the SSEP standards for Port Phillip Bay. The heavy rainfall this year has intensified the sedimentation problems, as has any development work upstream from the Mordialloc Creek estuary. Road works and building developments increase the sediment loads entering the Bay. It is also probable that increasing sedimentation has affected the Electroma Georgiana shells causing them to be washed up on Mordialloc beach in recent weeks. The putrid stench lasted for two or three weeks.
It was proposed that the League write to Vic Roads and the EPA informing them of the sedimentation problem and seeking advice on preventing this occurring so frequently.
Thanks to Glen for appearing at the AAT hearing on the Keys- borough wetlands. Glen has also spoken to local groups about his work.

Bradshaw Park

R. Pearson reported that a Friends of Bradshaw Park group was inaugurated two years ago. This Friends group was formalised recently with a committee being formed the minutes of which were circulated to all Mordialloc Councillors and Staff. Friends of Bradshaw Park have applied for funds under the Grants to Community Groups for Conservation & Environmental Projects 1992/93. Funding will be used for revegetating an area of the park. The application for funds was made by the MBCL(which is an incorporated body) on behalf of the FBP.

D. Bainbridge gave a report on the work carried out in the Park stressing the importance of protecting the indigenous plants not only in this location but also along the adjoining railway line and Mordialloc creek and foreshore.

Problems associated with work in the park include foxes which destroy wildlife, people who dump garden rubbish in the park and dogs which dig out plants on the foreshore. Maintenance within Bradshaw Park is time consuming leaving little time for more productive work.

Wetlands / Theme Fun Park Keysborough

J. Cuthbertson presented a report on the Administrative Appeals Tribunal hearing at which he represented MBCL and CRAG. MBCL is extremely grateful to Jack for the enormous amount of time and hard work which he devoted to this important issue. The report is included with these minutes.

Mordialloc Beaumaris Conservation League – Minutes – 4th August 1992

Bradshaw Park

R. Pearson reports that foxes are a problem in the park especially as DCE has presented a Land for Wildlife sign to Bradshaw Park. There are many native species growing on the railway land adjacent to the park. David Digby and David Bainbridge will ask the Met to take care when moving grass in this area. A Friends of Bradshaw Park Committee has been formed.

Parkdale Foreshore

Planting has commenced on the Parkdale Cliffs but the coconut fibre matting has been torn in places and the recent storms have undercut a part of the erosion control work in some sections. Rocks will be used to control erosion when suitable material is found to blend with the sandstone rocks.

Mordialloc Foreshore

The kiosk/restaurant development and shelter to replace the “birdcage” are proceeding. A standing shower is planned for the area near the toilet block.

Mordialloc Beaumaris Conservation League – Minutes – 2nd June 1992

Bradshaw Park

Following the acceptance of the BIOSIS recommendations by Mordialloc Council, $30,000 has been provided for work in the Park. The Department of Conservation & Environment have given permission for a Land for Wildlife sign to be erected at this Heritage Award winning park.

Parkdale Cliffs

Erosion control work at the Parkdale Cliffs section of the foreshore has been completed although rocks have not yet been integrated into the cliff face as was originally planned.

Mordialloc Foreshore

The old kiosk building has been demolished and approval has been given for work to commence on the new structure. Plans for a shelter to replace the “birdcage”. have been forwarded to the League.
Disused light poles have still not been removed from the foreshore.
S. Calvert-Smith advises that SEC poles will eventually be re-located on the land side of Beach road.
The Nicholson shed is to be given the “treatment” and a lexan window placed in the rear wall. Residents would prefer to have the rear wall removed entirely to deter drinkers from lingering in the building.

A sub-committee spent time revising the text of the booklet which should be available in time for the October meeting of MBCL.

Mordialloc Beaumaris Conservation League – Minutes – 7th April 1992

League members were shocked to learn of the sudden death of Bob Wilcock, in April. Bob joined the League in 1973 and was President during that period. He strongly supported the environmental issues in which the League was involved over the years and was also a delegate to the Port Phillip Conservation Council. We greatly appreciated his interest and support during his time with the League.

Our sympathy is extended to Pam, Mark and Scott.

Braeside Park

A new car park and a $65,000 architect designed bird hide are additional features of the park. Melbourne Water personnel will maintain Edithvale Wetlands. The team will work seven days a week.

Bradshaw Park

R. Pearson prepared a comprehensive submission to present to Mordialloc Council in support of the BIOSIS Report. The report recommended increasing funding and manpower in order to achieve maximum benefit from this Heritage park.

Parkdale Foreshore Erosion Control

R. Pearson, F. Rimington & M. Rimington inspected the foreshore with the Acting City Engineer prior to further erosion control work commencing on the foreshore,. The aim was to ensure that small indigenous plants be preserved. However due to the dumping of “foreign” soil on the cliff tops, most of the small plants have been covered and unless they are being propagated elsewhere, have been lost. Grading has also covered most of the rocks.

Parkdale Foreshore Development

A small number of local native plants have been located growing along the Parkdale foreshore which appear to be the only remaining specimens within the City of Mordialloc. It is thought that in the case of several species that the plants concerned are the last single plants of the species growing along our foreshore. As they form part of the diverse local environment every effort should be made to ensure their survival.
When the next stage of development work proceeds on the Parkdale foreshore these plants are in danger of being destroyed. Great care must be taken to make sure they are not destroyed as in that event none would remain in the Mordialloc municipality.
It is recommended that Council staff investigate the situation and be quite certain that they know precisely where these plants are located so that they may take positive action to protect them before further development work proceeds. If after all alternatives have been explored, it is impossible to protect them in their present position, plants should be removed and replanted in another suitable, similar location by Parks and Gardens staff who have had extensive experience in transplanting local native plants.

The importance of protecting these plants from being destroyed forever cannot be overemphasised. As soon as is possible these plants should be used for propagating additional plants for the municipality. With their particular genes these plant species have evolved over many years (centuries ?) and have been programmed to prosper in their own particular environment. Their inbuilt characteristics make them suited for continued growth in the area.
The plants concerned are among the following, all of which only exist in small numbers along the Beaumaris Mordialloc foreshore :

  • Carpobrotus rossii
  • Distichlis distichophylla
  • Tetragonia tetragonoides
  • Sarcornia quinquiflora
  • Sarcornia blackiana
  • Helichrysum paralium
  • Alyxia buxifolia
  • Spinifex hirsutus
  • Carex pumila

Bradshaw Park

The report on Bradshaw Park by a BIOSIS officer will shortly be available. There is still concern that the park is not locked at night by the security firm. Council staff have been asked to check this matter.
